Bhopal: The salary and pension bill of
the Madhya Pradesh Government has increased by 261 per cent over the
last four years. It was Rs. 8,497 crore in year 2007-08 and in year
2011-12 it is estimated at Rs. 22,212 crore, representing a 261 per
cent increase.
The salary allowance of employees and officers of all the cadre in
Madhya Pradesh has increased two-and-a-half fold during the period.
The present State Government has taken unprecedented measures in the
interest of its employees, an official Press release claimed.
It may be recalled here that as on August 2003, the Central
Government employees and pensioners were receiving 59 per cent DA
and Dearness Relief, whereas in Madhya Pradesh it was 45 per cent
and 40 per cent, respectively. Till July 2001 the DA of State
Government employees and their counterparts in the Central
Government was at par, whereas the pensioners of the State were
getting 13 per cent less Dearness Relief. From July 2001 to July
2003 the Central Government sanctioned a number of DA installments
to its employees but the employees of Madhya Pradesh were deprived
of the same.
The release said that on the contrary, the present Madhya Pradesh
Government has bridged the DA gap between Central and State
Government employees. Recently the State Government has announced a
10 per cent DA installment to its employees which would entail an
additional financial burden of Rs. 1,400 crore. The 50 per cent DA
equal to the basic pay was merged as Dearness Pay with effect from
April 1, 2007. A 20 per cent DA installment was paid on Dearness Pay
from the same date. This led to increased DA and pension of
employees.
The State Government has designated the Shikshakarims or contract
teachers as Addyapak and given them better salaries. The
recommendations of the secretaries’ committee headed by the Chief
Secretary on recommendations of the Bramhjaswaroop Committee to
remove the discrepancies of the Fifth Pay Commission were rectified
and increased pay scale was sanctioned from April 1, 2006, the
release stated.
Earlier, the teachers were given only one time bound pay scale after
12 years, now benefit of second one has been given on completion of
24 years of service to them.
