
Kolkata: A total of 40 Muslims, including a former ice-cream seller's son Habibulla Laskar, have cracked the West Bengal Civil Services (Executive) ETC. Group C 2016 Examination, according to the result declared on Tuesday March 13, 2018.
The West Bengal Public Service Commission has released a list of 321 candidates who have been recommended for various Group C posts based on the Main Exam held in July 2016 and followed by Personal Interview.
Among the 40 Muslims, who have been declared passed and recommended for various Group C posts, 04 are females. A total of 21 Muslims have been West Bengal Subordinate Land Revenue Service, Grade-I posts, 08 have been appointed as Assistant Commercial Tax Officer, 05 each for Joint Block Development Officer and West Bengal Junior Social Welfare Service, and 01 as Chief Controller of Correctional Services.
Percentage of Muslims in government jobs is just 5.73%. This is alarmingly low as compared to the population of Muslims in West Bengal which is 27%, according to 2011 Census of India.
West Bengal, home to some of the most backward Muslims in India, has seen in recent years an increase of more than 2.3 in the percentage of Muslims joining the government jobs. The Sachar Committee report released in 2006 had said there were 4.7 per cent Muslims (Groups A and B) and 2.1 per cent in (Groups C and D) in government jobs, averaging about 3.4 per cent.
After the Sachar Committee report, the Left Front government, as per the recommendations of the Ranganath Mishra Commission tried to include Muslims under OBC category and passed a Bill to that effect. The legislation however could not come into force. However, soon after coming to power, the Mamata Banerjee government passed a similar legislation in July 2012, bringing the majority of Muslims under OBC category.
The decision has been instrumental, as majority of Muslims who have cracked the West Bengal Civil Services (Executive) ETC. Group C 2016 Examination belong to the OBC category.
West Bengal Public Service Commission (WBPSC) was formed under the Government of India Act,1935 and started functioning with effect from April,1937.
