New Delhi: The Delhi High Court on June 21 said most of the government departments are filled with corrupt officials who are eating away the funds meant for poor people and held that jail should be the place for such persons.
Throwing out the bail plea of a senior public bank officer who allegedly attempted suicide after being arrested for accepting a bribe from a woman for helping her get a loan, Justice S N Dhingra vented his anger on the rising number of corruption cases in the Capital involving government officers.
“It is clear that 90 per cent of the staff in the DDA, MCD and the Delhi Police are corrupt. The benefits under welfare schemes do not reach the needy. In fact, the authorities who handle these exploit it for making money,” the judge remarked during the hearing.
"Whether you take DDA, police or MCD, 90 per cent of their staff are corrupt," Justice Shiv Narayan Dhingra said adding "the only field in which India excels is corruption."
"Bail, and not jail, cannot be the maxim in cases of such corrupt persons who eat away the schemes meant for poor persons floated by the government for their upliftment," he said.
Dismissing the call for a lenient view as it was the banker’s first offence, Justice Dhingra said, “One who is caught is never a first timer.”
The court said that in the interest of the needy and the poor, such offenders deserved no mercy in the judicial matters.
The accused, Gopal Krishan, was acting as deputy manager of State Bank of India’s Chandni Chowk branch when he was caught by CBI sleuths on May 13 accepting a bribe of Rs 5,000 from complainant Geeta. According to the CBI, Kirshan had demanded Rs 20,000 from Geeta for processing her loan application. He allegedly tried to end his life while in custody.
