                Commissions and Committees has made the Muslim community wary of 
                any new initiative. While not everybody has lost hope, many feel 
                that any change in the attitude of the State requires 
                “commitment and a change in the mindset” observed some. Another 
                common refrain was that the Muslim situation should be looked

            Bhatkal: The All India Muslim Personal 
            Law Board (AIMPLB) alleged that the CBI is unreasonably delaying the 
            proceedings of the Babri Masjid demolition since December 1992. 
            Advocate Abdur Rahim Qureshi, Assistant General Secretary, AIMPLB 
            stated that the board believes that the CBI is deliberately holding 
            back the witnesses of the case from being presented before the 
            court.  
             
            Mr Qureshi asserted that the Board has decided to demand an 
            explanation from the Liberhan Commission for not heeding to the time 
            limit of Six months, which was granted to them by the court, to 
            submit reports regarding the Babri Masjid case. It's been fifteen 
            years now and the commission has not yet submitted any reports with 
            this regard. 
             
            The AIMPLB meet was held here on Saturday, the 7th of February 2009. 
            It began at 10.30 am and continued till 2.30 pm. Along with this 
            case various other imperative issues were discussed during the 
            convention. 
            
              
            
            The AIMPLB has contested against the formation of the Central 
            Madrasa Board as proposed by the Union Government. Mr. Qureshi 
            affirmed this as interference into our religious matters which also 
            account as a threat to the religious freedom and our constitutional 
            right to freely follow our faith. He quoted that a delegation of the 
            board will hold a meeting with the prime minister and the other 
            ministers to put forward their opposition towards the establishment 
            of the Madrasa board. 
             
            The AIMPLB has affirmed to strongly counter an amendment to the 'UP 
            Zamindari Abolition and Land Reform Act, 1950' which was made during 
            the September 2008 monsoon session of the U.P. Assembly. According 
            to which only unmarried daughters of the property owners are liable 
            to inherit property. This implies that the married women and widows 
            will be deprived of their right of inheritance. 
             
            Mr. Qureshi mentioned that according to the Islamic Shariat, women 
            have the right to inherit their father's and husband's property. 
            Therefore, the board will demand the UP government to provide the 
            right to inheritance to all women. 
             
            The board also resisted the Supreme Court order which was passed in 
            October 2007, with regard to the compulsory registration of 
            marriages. This order was passed with the intention of curbing child 
            marriage. Mr. Qureshi opined that this order will cause 
            inconvenience to the village residents as they will have to run 
            errands from pillar to post to get their marriage registered. 
             
            He further claimed “We oppose this order not in the name of Muslims 
            alone but on behalf of the entire country.” He added that the 
            Muslims have a well organized system of recording their marriages 
            with the Qazi in the form of Nikah-Nama. Therefore, the board 
            appealed that this Nikah Nama be deemed as a legitimate certificate 
            at a par with the government marriage registration certificate. 
             
            The board expressed their grief over the incorrect interpretations 
            of the Islamic shariah. Mr. Qureshi averred that a case was 
            registered in the Supreme Court regarding the Darul Quaza and the 
            petitioner had termed it as the parallel system of justice. The 
            board denied it being the parallel system of justice and has 
            submitted its detailed account asserting it as a system of resolving
