New Delhi: Prime
Minister Manmohan Singh Friday listed out a series of steps the
government is taking to fight corruption in the country and said
the nation should seize the moment to put an end to this malaise"
# Government is working on ways and means to minimize
discretionary powers of public authorities. It is being considered
by a Group of Ministers.
# The same Group of Ministers is also looking at the issue of a
public procurement law to minimize irregularities in the award of
government contracts worth thousands of crores of rupees every
year.
# India ratified the United Nations Convention Against Corruption
in June 2011. It will strengthen India's anti-corruption efforts
and facilitate international cooperation in trans-border cases.
# A bill has been introduced in parliament to make bribery of
foreign public officials an offence.
# Government considering changes in laws to criminalize private
sector bribery.
# Another bill introduced to provide protection to whistleblowers.
# The Judicial Standards and Accountability Bill has also been
introduced in parliament.
# If an authority refuses to grant permission for investigation or
sanction for prosecution, reasons for such denial would have to be
informed to the next higher authority.
# To reduce pendency of CBI cases under trial, government will set
up a committee under a retired Supreme Court judge to review cases
pending trial that are more than ten years old and suggest ways
and means for their speedy disposal.
# The Government has sanctioned 71 Special Courts for CBI to
fast-track trial of cases of those indicted by the CBI.
