Frisking students before exam: Petition in SC seeks guidelines

New Delhi: Asserting that frisking and rough checking of students before they enter the examination hall add to their stress, an advocate has filed a Public Interest Litigation (PIL) in the Supreme Court of India seeking proper guidelines and instructions.

Advocate Anuja Kapur in her petition has asked the Apex Cout to lay clear guidelines for the exam controllers and different bodies responisble for conducting the board and various entrance tests for admission to professional courses.

She also demanded that clear instructions should also be given to the central government so that the cases of frisking be brought to a level that does not add to students' stress.

There have been a number of cases of late when some students were even strip searched. In the last exam of NTA UGC NET, a student was not allowed to appear for the exam just because she was wearing Hijab - the headscarf Muslim girls normally wear when they go out.

The frisking is done in the name of conducting exams free from cheating and copying.

"Such acts often lead to mental agony like depression and panic attacks. Some days back a class 10 student has allegedly committed suicide having the same fear of frisking during the exam", the PIL said.

"Also, there are some cases when married girls have to keep aside their Mangalsutra, the mark of being married. In the light of these cases, it has become imperative that the government should frame policies regarding this", the petition said.

"Despite the existence of clear guidelines and instructions to the flying squad, invigilators and schools authorities on examining, searching and physically frisking the students, who are taking their papers in examination halls, the central and state governments have violated the said laws, instructions and guidelines," the plea said.
