Bangalore:
After a long wait Wipro Chairman Azim Premji finally got
the nod from the state government on Wednesday to establish a Private
University in Karnataka. When established, it will be the first of
its kind in the state.
The long-drawn attempt to establish
the first private university in the state has been finally met with
the promulgation of an ordinance to establish the Azim Premji
University— promoted by Wipro Chairman Azim Premji— on Wednesday,
informed the
Azim Premji Foundation (APF) sources.
The Azim Premji University Ordinance 2009, received the assent of
Governor H R Bhardwaj earlier this week, said the sources. It will
be a unitary university established in Bangalore, focusing chiefly
on development of school
education.
The University will focus on providing
high quality training for government school teachers, capacity
building among government education administrators, and developing
resource centers.
It will also offer degree and diploma
in subjects such as education management, education policy,
elementary education, teacher education, and technology education,
said the sources.
Earlier, Azim Premji Foundation APF)
had indicated an unwillingness to wait until the next legislative
session in December for the government’s nod to the project.
Subsequently, the state government decided to take the ordinance
route to establish the university.
The Ordinance has been modeled on the
Himachal Pradesh Private Universities Act that provides the
government extensive control over the university. APF, in contrast,
had pressed for the Institute of Chartered Financial Analysts of
India (ICFAI) University Act adopted by Uttarakhand - a less
intrusive Act.
Wipro Chairman Azim Premji, who has
been extending support to the Government in improving educational
facilities in several districts of the Hyderabad-Karnataka region
over the past decade, had approached Karnataka Chief Minister
B.S.Yeddyurappa, and Minister for Higher Education Limbavali to set
up a private university.
The expected cost of the university is Rs 200 crore,
with a focus on educationists and teaching professionals attached to
Wipro. There are several deemed universities in Karnataka, which
impart medical and technical education.
