Earlier, Xavi Simons slammed the Dutch ahead after 7 minutes but England captain Harry Kane soon levelled the semi-final from the spot after going down under a Denzel Dumfries challenge.
It was all for Extra Time, but Watkins struck in the 91st minute with a fine turn and low finish after being played in by Cole Palmer.
'Clash of Teens'
Euro Cup 2024 Final between England and Spain Sunday is seen as a clash between two teens - Kobbie Mainoo of England and Lamine Yamal of Spain.
Playing against France in the Euro 2024 Semi Final, Yamal, who will turn 17 a day before Sunday's final match in Berlin, became the youngest player of the tournament to score a goal.
When included in the Spain quad for the Euro 2024, Yamal was the youngest Spanish player to play in the tournament for La Roja.
Teenage sensation in the England team, Kobbie Mainoo (19), has had a tremendous campaign at the base of midfield, carrying on from his terrific season with Manchester United. Although Mainoo doesn't fill the statsheet in the obvious ways, his impact on the team has arguably been as much as Yamal's.
The 19-year-old has completed more than 95% of his passes with a staggering dribble percentage of 98%. Incredibly composed on the ball, playing line-breaking passes and dribbling out of trouble, Mainoo has provided the England midfield a brand new dimension.
In the Euro Cup 2024 Semi Final against the Netherlands Wednesday, Mainoo played more of a reserved role at the base of the midfield, winning 100% of his duels and tackles. Mainoo's skillset has enabled Declan Rice to be more expansive with his game, bombing forward at every opportunity possible.
